Lucknow. Uttar Pradesh government has announced ‘Electricity Bill Relief Scheme 2025’, giving big relief to lakhs of electricity consumers of the state. The objective of this scheme is to provide relief to those defaulting consumers who are burdened with huge electricity bills and surcharges. At present, about 1.45 crore consumers in the state have a total outstanding of Rs 55,980 crore, which includes Rs 31,205 crore as basic bill and Rs 24,775 crore as surcharge.
Major phases and duration of the scheme
First Step: From 1 December 2025 to 31 December 2025
Second step: From 1 January 2026 to 31 January 2026
third step: From 1st February 2026 to 28th February 2026
In each phase, consumers will get different discount rates according to the payment date.
9 key points of the plan
Up to 25% off:If the consumer registers in the first phase and makes full payment within 30 days, he will get a discount of 25%.
Second step: If payment is made after the first phase, in the second phase (January 2026), the discount will be limited to 20%.
third step: Consumers paying in the third phase in February 2026 will get a discount of 15%.
Communication System:Payment and bill information will be sent to consumers through SMS or WhatsApp on their registered mobile numbers.
Defaulter Status: If a consumer does not make the payment by 28 February 2026, he will be declared a defaulter and no rebate will be available.
Facility to pay in installments: Consumers will get three options. Lump sum payment, installment of ₹ 750 per month, installment of ₹ 500 per month. Also, an amount of ₹ 2000 will have to be deposited at the time of registration.
Penalty on Default: ₹ 50 fine for 1 month delay, ₹ 150 for 2 months, ₹ 300 for 3 months, if payment is not made for three consecutive months the consumer will be declared a complete defaulter.
Grievance Redressal Cell: A special cell will be formed at the Discom level to investigate any irregularities in the bill, which will be headed by the Director (Commerce).
Regular bill payment mandatory:Consumers who take advantage of the installment plan will also have to pay their current month’s bill on time. If the bill is not received on time, they will have to make payment on the basis of provisional bill by 25th.
Arrangement for unmetered consumers
Consumers who do not have meters installed or whose bills are high will be assessed on the basis of normative consumption. Considering the consumption of 144 units per kilowatt per month as the basis, a monthly bill of Rs 650 will be charged from such consumers. At the same time, those registering in the first phase will have to pay Rs 488 per month after 25% discount.
