Mobile Number Validation: The Department of Telecommunications has amended the Telecommunications Cyber Security Rules, 2024. Frameworks such as the Mobile Number Validation (MNV) platform and Resale Device Scrubbing have been added. A new Mobile Number Validation (MNV) platform has been introduced to enhance cybersecurity. Banks and other service providers will now be able to verify numbers, preventing the sale of stolen mobile phones. Sellers of used phones will now be required to verify the IMEI number. This step is aimed at preventing fake SIMs and cyber fraud.

What is Mobile Number Validation (MNV)?
Mobile Number Validation (MNV) is a platform developed by the Ministry of Communications with cybersecurity in mind. When a person enters a mobile number on this platform, the information is sent directly to the telecom operator. After verification, the operator updates the number's validity on the MNV system, ensuring that the number is in the name of the person using it.

Sellers of old mobile phones will now have to check the IMEI number of each phone. If a phone's IMEI number is blacklisted, its sale will be considered illegal. This step has been taken to prevent theft and fraudulent phone sales. This information is updated on the MNV platform, allowing anyone to easily check how many SIM cards are issued in their name.

Need for MNV in Banking and Services
Banks and other service providers will be able to ensure that the service is being used by the person in whose name the number is being issued. This will prevent fraudulently opened mutual fund or bank accounts and prevent cyber fraud. The MNV system will allow instant verification of the validity of the number.

Government Action and Security Measures
The Ministry of Communications has made it mandatory to share mobile phone-related information with the government under the Telecom Identifier User Entity. This will reduce cyber fraud and allow users to easily view all SIM cards issued in their name. The MNV platform will strengthen the security of mobile phones and SIM cards across the country.
