Bareilly SDM Alankar Agnihotri resigned from his post yesterday afternoon, 26 January. 2019 batch Provincial Civil Service officer Alankar Agnihotri has expressed his protest against the misbehavior with Shankaracharya Avimukteshwaranand and the beating of his batuks by holding them with sticks. Describing the new UGC law as anti-upper caste, he has submitted his resignation to the Governor, Principal Secretary and District Magistrate on 26 January 2026, Republic Day. However, Bareilly DM Avinash Singh tried to convince him.
4 ADMs and SDM officers were sent to the SDM's residence and the matter did not work out. SDM Alankar Agnihotri accused the DM of keeping me hostage for 2 hours. Talked to me in abusive language and got a call from Lucknow. It was said that this Pandit has gone mad, do not leave him overnight.
Alankar said that somehow he came out and while talking to the media, he was asked to vacate the house within 2 hours. He said that I will vacate the house in 2 hours and my life is in danger. Vacated the house at night itself and shifted my belongings somewhere else. But, the house was not handed over. When Alankar reached his residence again in the morning, he received a suspension order from the DM office. As soon as the suspension order was given, Alankar accused the government that when I had resigned from my post, then why was the suspension done.
He alleged that I was being deliberately told at night that you should withdraw your resignation for two-three or four days and the matter would be settled in front of you. I knew that if I had withdrawn my resignation, these people would have suspended me on the ground of indiscipline and after that they would have also dismissed me. Therefore I refused to withdraw my resignation. Now that you have resigned, there is no right of suspension after that and I will also go to court against it. He said that on the other hand, SDM City is sitting on dharna at DM residence.
Why was Alankar Agnihotri suspended after his resignation? What does the rule say about this? In fact, when an administrative officer resigns from his post, anyone can make any statement or talk. No one can make statements against the state government or the rules while holding office. If someone makes statements while in office, he can be suspended or even dismissed. But after resigning, Alankar Agnihotri spoke on the issue of UGC and Shankaracharya and also said that Brahmins are being insulted in the government.
However, resignation can also be given by writing in one line that I am resigning due to personal reasons. They want to talk to the DM and are talking about knocking on the door of the High Court. Former Chief Secretary of Uttar Pradesh Alok Ranjan said that when any officer speaks after resigning, he cannot be suspended. Because he has already resigned and the government should accept the resignation.
Yes, if he had not resigned before the government was accused or misbehaved against the rules, the government could have suspended or dismissed him, but Alankar Agnihotri has resigned, in such a situation, on what basis the suspension has been done, it is beyond my understanding. The government may prove his allegations false and suspend him or even dismiss him and in the investigation many allegations may also be leveled against Alankar.
