
A big stir has started regarding the 'Nari Shakti Vandan Act' passed by the Parliament in the year 2023. Government sources say that the government is preparing to implement this historic law even before the census and delimitation. The opposition has also intensified its demands on this. Congress President Mallikarjun Kharge has written a letter to the Prime Minister demanding an all-party meeting. After all, what is the government's plan and is 33% reservation possible without delimitation?
When in the special session of Parliament in September 2023 'Women Power Salutation Act' When passed, it was considered a historic step, but there was a catch with this law – the condition was that reservation would be implemented only after the next census and subsequent delimitation.
Now there is news that the government can bring another amendment in the Constitution to remove this condition. Parliamentary Affairs Minister Kiren Rijiju's indications have fueled discussions that an 'important bill' may be introduced in the second part of the budget session.
The opposition is saying that we had already said that linking women's reservation with census and delimitation is a conspiracy to hang it. The government should immediately call an all-party meeting and clarify the outline for its implementation. Women should get their rights without any delay.

If the government removes the condition of delimitation, then out of 543 seats in the Lok Sabha, 181 seats will be reserved for women. According to sources, the government is working on this plan so that it can be implemented in the assembly elections of states like Uttar Pradesh and Uttarakhand to be held in 2027, but the question is that without determining new seats, which seats will be reserved?
There is discussion that 'lottery system' or rotation formula can be adopted for this. However, the opposition is still adamant on the demand of 'quota within quota' i.e. OBC reservation. Although BJP leaders do not say anything openly, they are calling the opposition's demand unnecessary. Woman MP Kamaljit Sehrawat has appealed to all the parties that 33 percent reservation should be implemented as soon as possible.

At present, the ball is in the government's court. If the Constitution Amendment Bill is introduced in the coming days, it can prove to be the biggest 'game-changer' of Indian politics. This issue, pending since 1996, is now at its final stage, where only one amendment can completely open the doors of Parliament and Assembly for women.
Now it has to be seen what consensus is reached on this in the all-party meeting. Experts believe that if this bill is passed now, it may have its first impact in states like UP, Uttarakhand and Gujarat in 2027.
