Andhra Pradesh: Allegations of rigging in SIR, YSRCP writes letter to Election Commission, questions raised on impartiality

YSR Congress Party (YSRCP) has written a letter to the Election Commission raising serious questions regarding the Special Intensive Revision (SIR) of the voter list in Andhra Pradesh. The party says that many irregularities, problems and shortcomings are coming to light during the SIR process in the state, which can impact the process of preparing the voter list in a fair and transparent manner. The party has requested the Election Commission to take immediate corrective steps.

YSRCP MLC and state general secretary L. Appireddy, in a letter sent to Chief Electoral Officer (CEO) Vivek Yadav, has demanded immediate corrective steps. In the letter, the party raised many other issues like obstruction in the work of booth level officers (BLOs), lack of adequate public awareness.

'Departmental workload on BLO'

Appireddy said that the Booth Level Officers (BLOs) working as SIR are also burdened with their departmental work. During SIR, BLOs are repeatedly called by their departmental officers, due to which the work of review is getting affected. He demanded instructions to all departments that during the period of SIR, BLOs should be allowed to devote time only for voter list work.

Confusion regarding enumeration form

The letter said that BLOs are distributing Enumeration Forms (EF), but at many places the forms are not being collected, verified and filed properly. Due to which confusion is being created regarding the status of applications. At many places BLOs are giving 2 forms to voters. One is being declared as acknowledgement, but both the forms are withdrawn. The very purpose of acknowledgment is being defeated by this. At the same time, only 1 form is being given in some polling areas, due to which there is no uniformity in the implementation of SIR in the entire state.

YSRCP said that there is a huge lack of awareness among the public regarding SIR. Many voters are not aware of the purpose, procedure and time limit of this process. The party asked Mike to run a massive awareness campaign through announcements, local publicity and other means. It was also said that recognized political parties should also be allowed to help in awareness programs related to SIR.

Apart from this, Appireddy made a serious allegation that at many places the Block Level Agents (BLA) of the ruling party are taking enumeration forms in bulk from BLOs and then distributing them among the voters. He said that if this is true then it is destroying the fairness and transparency of the election review process, hence it should be immediately investigated.

Leaders' meetings with BLO

In the letter he claimed that in some areas political leaders are holding review meetings with BLOs. Appireddy said that revision of voter list is an independent statutory process. He said that any kind of political interference or influence on the BLO will reduce public confidence in the electoral process. Strict investigation is necessary.

YSRCP said that BLOs have the right to take photographs of voters through the mobile app, but at many places photographs are not being taken in the prescribed manner, due to which the data is remaining incomplete. The party also informed that the final voter list of 2026 has not been given to political parties and BLA. This is creating difficulty in participation in verification and review of entries.

Problem due to not getting updated list

Although the voter list till January 1, 2025 was given to the parties, but after that a large number of voters were added and many corrections and deletions took place. He said that the updated voter list was published in April 2026 on the basis of which enumeration forms are being issued, but this list was not received by BLA and party representatives. Appireddy said that transparency and verification is being seriously affected due to non-availability of new voter lists.

Network problem in tribal areas

Along with this, the party said that due to weak mobile connectivity and lack of internet in many agencies and tribal areas, BLOs and BLAs are facing problems in important tasks like uploading voter data and real-time verification. In view of these issues, Appireddy appealed to CEO Vivek Yadav to take appropriate action and take all necessary measures to ensure that SIR is run in a transparent, impartial manner.
