There could not be a debate in Lok Sabha and Rajya Sabha even on the third day regarding the demonstration and lathi charge on the issue of paper leak. before adjourning Parliament Lok Sabha Speaker Om Birla said- both the government and the opposition want debate. You guys sit together and decide this. However, after this the proceedings of the House were adjourned in view of the uproar. The case of Rajya Sabha was also similar. On behalf of the Rajya Sabha government, leader JP Nadda said that we are ready for discussion.
The question being raised is that when both the government and the opposition are ready to discuss the paper leak, then why is the paper leak issue not being discussed in the House? After all, why were the Parliament proceedings adjourned even on the third day?
1. Union Parliamentary Affairs Minister Kiren Rijiju said that the government is ready from day one to discuss the issue of paper leak. We want debate on this.
2. Leader of Opposition in Lok Sabha said that discussion is necessary. The government should first take the resignation of the minister and then discuss the issue in the House. The government should tell what preparations it has to stop paper leaks in the future.
3. Kannauj MP and SP supremo Akhilesh Yadav said in the Lok Sabha that the minister's resignation can be taken at any time. The debate should be on why the children were killed? Why were girls tortured?
Parliament's work has come to a standstill for 3 days due to the uproar over the paper leak. This is not being discussed in Parliament. On Tuesday (July 21), Leader of Opposition Rahul Gandhi, Congress President Mallikarjun Kharge along with a team of two Chief Ministers and MPs reached the PM's residence to stage a protest. Later SP chief Akhilesh Yadav also reached here.
According to Congress General Secretary Jairam Ramesh, the opposition in Rajya Sabha wants discussion under Rule 267. Notices have also been given for this.
1. Under this rule, if the discussion starts in the Rajya Sabha, then first of all the Prime Minister or the minister of the concerned department has to give a statement on the said subject. After this the MPs present their side. Finally the government's reply comes.
2. When discussion takes place under Rule 267, all work for that day is stopped. This sends the message that this is the most serious issue in the country. The opposition often demands discussion under this rule to create pressure.
According to Congress Organization General Secretary KC Venugopal, we want discussion under the adjournment motion. We have told the government, but the government is not ready for this. Why does Congress want discussion under this?
1. This is an extraordinary arrangement in the Lok Sabha. If this proposal is agreed to, then all the work of the Lok Sabha is stopped. The support of at least 50 MPs is necessary to discuss this proposal. That means 50 MPs will sign and send the proposal, after which a decision can be taken on it.
2. Discussion under this proposal means that the government is surrounded on the subject or its position is weak. This is seen as a weakness of the government. Therefore the government does not want discussion under this rule. The opposition also includes the element of condemnation in the debate through this motion.
3. One of the demands of Congress is the resignation of Education Minister Dharmendra Pradhan. Congress says that first the minister should resign, then this time further talks will take place. Whereas SP chief Akhilesh Yadav raised the issue of lathi charge on students.
