Bihar Introduces New Land Categorization System and Uses Digital Monitoring to Increase Transparency

A five-member district-level committee has been established by Bihar’s Revenue and Land Reforms Department to decide on land prices for development projects funded by the federal and state governments.

Additionally, this committee will categorize the land’s quality and kind. The committee’s creation has been communicated to District Magistrates by Additional Chief Secretary Deepak Kumar Singh. The District Land Acquisition Officer will serve as member secretary, while the Additional Collector (Revenue) will chair the committee.

The Deputy Development Commissioner, the District Sub-Registrar, and the Land Reforms Deputy Collector in the region where the land is being purchased are additional members. Commercial, industrial, residential, land along major roads and highways, irrigated and non-irrigated land, and sandy, rocky, diara, and chanwar land are the seven categories into which rural land is divided.

Main road, commercial, residential, industrial, branch road, other road, agricultural, and non-residential property are the six categories into which urban land is divided. Digital photographs and videos of the site, including images of current government personnel, are required under the new land purchase method.

Land categorization disputes often occur between acquiring agencies and landowners. Landowners often complain that the categorization of their land has changed, which results in less money being paid. Determining the kind of property at the beginning of the purchase process is the goal of this innovative procedure.

Delays result from the minimum rate for registration being based on 2017 numbers even though a new rate determination procedure is in place. The Registration Department has been encouraged to establish new charges by the Revenue and Land Reforms Department.
