Haryana Offers 100-Square-Yard Plots for Just ₹1 Lakh Under New Housing Scheme – Allotment Process Begins

In a significant move aimed at addressing rural housing challenges, the Haryana government has officially launched the second phase of the Mukhyamantri Gramin Awas Yojana 2.0 (MMGAY 2.0). Under this scheme, economically disadvantaged families are being offered residential plots of 100 square yards for just ₹1 lakh, a step that aligns with the state's vision of "Housing for All" in rural areas.

Allotment Process Kicks Off

Starting Monday, May 5, 2025, Chief Minister Nayab Singh Saini inaugurated the allotment process from Chandigarh. As part of this second phase, 1.58 lakh eligible applicants will begin receiving their allotment certificates or “Adhikar Patras.” These certificates are crucial for moving forward with the legal and financial steps necessary to acquire the plots.

The distribution of these plots will span across 537 village panchayats and 24 mega village panchayats. While most rural applicants will receive 100-square-yard plots, those in mega village panchayats will be allocated 50-square-yard plots due to land availability and planning constraints.


What is Mukhyamantri Gramin Awas Yojana?

The Mukhyamantri Gramin Awas Yojana is a rural counterpart of the Chief Minister Urban Housing Scheme. It was introduced to provide affordable residential land to rural families who do not own a house. Each qualifying family is offered a plot of 100 square yards at a subsidized rate of ₹1 lakh.

In addition, beneficiaries of this scheme will also receive financial assistance under the Pradhan Mantri Awas Yojana – Gramin to help construct permanent (pucca) houses on the allotted plots.

Eligibility Criteria

This scheme primarily targets those individuals who were previously listed under the Mahatma Gandhi Gramin Basti Yojana (MGGBY) but were never allotted a plot despite being eligible. The Department of Rural Development in Haryana has curated a list of such beneficiaries based on data collected over the past 15 years. Only those included in this official list will be eligible under MMGAY 2.0.

One-Year Deadline for Purchase

The plots under this scheme are not automatically handed over. Once a beneficiary receives the allotment certificate, they must complete the purchase process within one year. Failure to do so will result in the cancellation of the offer. Importantly, beneficiaries must pay the full ₹1 lakh amount in a single installment. The one-year deadline starts from the date the allotment certificate is issued.

Documentation and Registration Process

After receiving the certificate, beneficiaries must appear before the Sub-Divisional Magistrate (SDM) to complete the plot registration. Both the buyer and seller must provide the following documents:

  • The official allotment certificate issued by the Housing for All department

  • A duly filled sale deed (bainama)

  • A copy of the seller’s bank passbook

  • Downloadable sale deed forms (available from official portals)

Once the documentation is verified, the transaction amount will be transferred online directly to the seller’s bank account. Both parties will receive an SMS confirmation of the transaction.

A Look Back at Phase 1

In the first phase of the scheme, which covered 61 village panchayats and one mega village panchayat, the government successfully allotted 4,532 plots to eligible families. This demonstrated the feasibility of the scheme and laid the groundwork for its expansion in the second phase.
