'Forgive me!' Labour minister squirms on GMB as he's skewered with 1 question

An interview on Good Morning Britain turned to chaos this morning as presenter and a guest MP clashed and shouted over each other. The ITV show, where Richard is joined by Susanna Reid, saw Labour's Matthew Pennycook make an appearance to talk about potential changes to the benefits system, including Personal Independent Payments (PIP).

This benefit is available to those with disabilities as the money provided is supposed to help with their quality of life, including allowing them a way to work. Susanna explained that many of the cases that they had covered on the prove that people on PIP are working and they say they would not be able to work if it is taken away from them. She asked how that will help both the recipients and the system, but that is when Mr Pennycook began to dodge questions. He told the host: "You will forgive me, and I hope you appreciate why, Susanna, but I am not going to pass comment on individual cases. There's no way, live on TV, that I can properly account the needs."

He then added: "On PIP though, and I will take this straight on, PIP will remain an important non-means-tested benefit going forward. And we do need to look at how it can be better targeted." The Minister explained how the current system sees 1,000 people every day awarded the benefit, as he said: "It is not sustainable".

"If we want that safety net to be there in years to come for those who might need it," he shared, "we have got to look at reviewing it and making sure that it is properly targeted."

The politician then defiantly reiterated that he would be refusing to comment on any guests on the show. Richard replied: "Ok, we understand that, you won't comment on an individual case. But instead of that, can you give us please, a theoretical example of a 'what if' for somebody who is currently receiving PIP who in your book no longer should do? Give us an example? Give us a what if?"

Mr Pennycook stuttered before spluttering out a point-blank refusal to answer. "No," he said. "I won't speculate on hypothetical examples, Richard."

He continued: "We have been very clear on the principles of how we intend to reform PIP and review it. But I don't think it is fair for me to get into individual cases and I can't do them justice." But Richard pointed out that he was not asking the ITV guest to speak about individual cases as the men both began to shout over each other, with the politician begging: "If I can please just make this point!"

He then said that there are not enough people on the benefit getting "in person assessments" and said that needs to change with a "more targeted approach". He added: "We know that 1,000 people a day are being awarded PIP. If we continue on that trajectory then the system will not be sustainable and it will not be there for those who need it with very high needs in years to come."
