Big changes are coming to Indian Railways this July, and they will directly impact your travel plans, ticket prices, and how you book your train seats—especially under the Tatkal scheme. The Ministry of Railways is set to completely modernize its Passenger Reservation System (PRS), aiming for a faster, transparent, and more passenger-friendly experience.

Railway Minister Ashwini Vaishnaw recently reviewed ongoing reforms and emphasized building a smart, reliable, and technology-driven ticketing infrastructure that caters to the convenience of passengers.

New Rules Effective July 1 and July 15

From July 1, 2025, Indian Railways will enforce two significant rule changes, and another major update will follow on July 15, 2025. These rules aim to improve transparency, control misuse of the Tatkal scheme, and ensure timely booking access for genuine passengers.

1. Train Travel to Get Slightly More Expensive

Starting July 1, fares will increase, particularly in AC classes. The Railway Ministry has approved a fare hike of ₹0.02 per kilometer for AC travel.

Example:
For a journey from Bhopal to Delhi (approx. 700 km) in 3AC, the current fare is ₹1090. After July 1, this fare will rise by approximately ₹14, making it ₹1104.

While this hike seems minor on short routes, passengers on long-distance trains could feel the difference more prominently, especially those booking multiple AC tickets.

2. Stricter Rules for Tatkal Ticket Booking

The Tatkal ticketing system, which offers last-minute booking options, is set for tighter regulation. The goal is to reduce misuse and make tickets more accessible to genuine travelers.

Although full details haven’t been officially released yet, insiders suggest that Indian Railways may:

  • Restrict bulk bookings or multiple Tatkal attempts from the same IP/device

  • Add OTP-based authentication before final booking

  • Enforce stricter cancellation and refund terms for Tatkal tickets

These steps are aimed at eliminating ticket hoarding by agents and bots, making it easier for real passengers to get confirmed Tatkal tickets.

3. A Complete Overhaul of the Passenger Reservation System (PRS)

Railways is also working behind the scenes to modernize its PRS infrastructure. This transformation involves:

  • Faster booking and server response times

  • Enhanced data security and encryption for payment systems

  • Smarter seat allocation logic to optimize vacant seats
