In a significant move aimed at streamlining last-minute train ticket bookings, Indian Railways has updated the rules concerning the Emergency Quota (EQ) system. These changes are expected to bring more transparency and efficiency to the ticket reservation process, especially for those in genuine need during emergencies. Indian Railways has revised the EQ ticket application process, making it mandatory to apply in advance. Unlike before, you can no longer apply for an EQ ticket on the same day of your journey. The new system introduces a clear timeline for submitting emergency quota requests, depending on the departure time of the train:
If your train departs between 12:00 AM and 2:00 PM, you must submit your EQ request by 12:00 PM the previous day.
For trains leaving between 2:01 PM and 11:59 PM, your EQ application should reach the respective quota cell by 4:00 PM the previous day.
If your train is scheduled on a Sunday or a public holiday, the request must be submitted on the last working day before the holiday.
These new rules will reduce last-minute approvals and help allocate emergency tickets more judiciously to those who truly need them.
The Emergency Quota is primarily reserved for:
Senior government officials
Members of Parliament
Individuals carrying high-level official recommendations
However, if these primary claimants don’t utilize their allotment, the remaining EQ seats may be issued to:
Patients facing medical emergencies
Individuals traveling for job interviews
Passengers with urgent family commitments
The allotment is strictly need-based and done at the discretion of the railway authorities.
Alongside the EQ rule update, Indian Railways introduced several passenger-friendly reforms earlier this month:
Reservation charts will now be prepared 8 hours before the train's departure, instead of just a few hours before.
For instance, if your train departs before 2:00 PM, the chart will be finalized by 9:00 PM the previous night.
This change will help passengers on the waiting list get quicker clarity on their seat status.
To prevent ticket hoarding and allow fair access for regular passengers, Indian Railways has restricted ticket booking windows for registered travel agents from 1 July 2025. This ensures that more tickets are available for the general public, reducing chances of ticket blocking.
From 15 July 2025, booking Tatkal tickets through agents or counters now requires OTP verification. This step is aimed at curbing fraudulent bookings and improving transparency.
From 1 July 2025, booking a Tatkal ticket via the IRCTC website or mobile app now mandates Aadhaar authentication. Passengers without Aadhaar verification will not be able to book these high-demand last-minute tickets.
