In a significant milestone for healthcare infrastructure development in Uttar Pradesh, Chief Secretary Manoj Kumar Singh laid the foundation stone for DJ Medicity, the state’s first integrated medical city project in Modinagar. The ceremony underscored the state government’s commitment to promoting medical education and healthcare facilities across the region.
Chief Secretary Manoj Kumar Singh, an IAS officer of the 1988 batch, has decades of experience in state administration. Singh has served the Uttar Pradesh government in various key capacities, earning recognition as one of the most experienced and influential administrators in the state machinery. His presence at the foundation stone ceremony reflects the project's strategic importance in the state's broader development agenda.
The DJ Medicity project builds upon the educational foundation established by the late Ajit Singh Jassar, widely regarded as the founder of Modinagar's education city. In 1997, he created the Jassar Dental Medical Education Health Foundation, a charitable society that runs the DJ Group of Institutions. The DJ Group pioneered Modinagar’s first dental, ayurvedic, nursing, and paramedical institutions, along with early pharmacy and engineering institutions in the region.
During the foundation stone ceremony, Chief Secretary Manoj Singh emphasised the pivotal role that education and healthcare play in developing the capacity of a region and serving as catalysts for the growth of nearby populations. He highlighted how integrated medical facilities like DJ Medicity are essential for creating sustainable development ecosystems that benefit entire communities rather than isolated areas.
The CS particularly commended the visionary leadership of Chief Minister Yogi Adityanath, whose transformational programs have been reshaping Uttar Pradesh's educational and healthcare landscape. He specifically praised the Chief Minister's flagship "One District One Medical College" initiative, which seeks to transform the medical education ecosystem of Uttar Pradesh by ensuring accessible medical education across all districts of the state.
The DJ Medicity project, representing a ₹500 crore investment, embodies the Jassar family’s vision towards creating world-class medical infrastructure. The centrepiece is a modern 955-bedded hospital equipped with cutting-edge medical facilities, including advanced imaging services such as MRI and CT scanners, alongside 14 state-of-the-art operation theatres. A dedicated 20,000 square feet mother and child hospital forms an integral part of the facility.
The medical city will house specialised Centers of Excellence focusing on Oncology, Cardiology, and Sports Medicine, establishing new benchmarks for medical care in the region. In alignment with the state's inclusive healthcare policies, the facility will provide free treatment for the economically weaker sections (EWS) while also offering high-end paid beds with tertiary care.
The educational component includes a medical college designed to train 250 MBBS students annually, alongside various postgraduate and super-specialty courses. In an innovative approach to healthcare education, the campus will feature specialised schools for law and management, offering unique courses in healthcare design, hospital administration, and medical laws and ethics. The project includes extensive residential infrastructure with 12 towers accommodating up to 2,000 residents, creating a self-sustained medical education community.
The foundation stone ceremony witnessed the presence of Uttar Pradesh's senior bureaucracy, demonstrating the project's significance for regional development. Alongside Chief Secretary Manoj Kumar Singh, the event was attended by key administrative officials, including Dr Hrishikesh Bhaskar Yashod, Divisional Commissioner of Meerut; Deepak Meena, District Magistrate of Ghaziabad; Atul Vats, Vice Chairman of Ghaziabad Development Authority; Vikramaditya Malik, Municipal Commissioner of Ghaziabad; and Abhinav Gopal, Chief Development Officer of Ghaziabad.
The project represents a significant private investment in Modinagar in recent years. It aligns with the state government’s broader vision of transforming Uttar Pradesh into a leading destination for medical education and healthcare services. Under Chief Minister Yogi Adityanath’s leadership and with the administrative guidance of experienced officers, including Chief Secretary Manoj Kumar Singh, initiatives such as DJ Medicity are expected to set new standards for integrated medical education and healthcare delivery across the state.
