There is another story in the Bhagavata Purana. When Lord Vishnu incarnated Vamana and asked for three steps from King Bali. King Bali donated him to the three worlds, after which Lord Vishnu made him the king of Hades. Pleased with the devotion of King Bali, Lord Vishnu started living with him in the Hades. This made Goddess Lakshmi worried. He took the form of an ordinary woman and tied a rakhi to King Bali and made him his brother.
