There’s a more likely candidate, Peter August. The dockside chat between Anna and Obrecht might be a clue, pointing not to Cesar, but to his son. Peter is not only Britt’s brother, but he has deeper ties to Port Charles. With past involvement in schemes involving Maxie, Lulu, Elizabeth, Drew, and Nina, his return would stir up much more chaos than Cesar’s ever could.
