Max is being described as a platform providing government services, payment options and safe messaging. Till July, there were 2 million users registered in it. According to its conditions, the user will be entrusted to the authorities if required. Under a new law, it will be mandatory to install it in advance in every smartphone sold in Russia. Government institutions and businesses are being encouraged to shift to this platform.
