The Bihar government has taken a significant step towards empowering women economically and fostering self-reliance. Under the Chief Minister's Women Employment Scheme, each family will receive ₹10,000 for one woman. Chief Minister Nitish Kumar will initiate this program by transferring the first installment of ₹10,000 to the bank accounts of 5 million women on September 22 (Monday). A total of ₹5,000 crore will be distributed among these women to promote self-employment.
The funds will be transferred through Direct Benefit Transfer (DBT) by the Chief Minister. A state-level event is scheduled for Monday at 11 AM, where district magistrates have been instructed to celebrate this occasion at the block level. Lokesh Kumar Singh, Secretary of the Rural Development Department, has sent letters to all district DM's, emphasizing the need to celebrate this historic moment and raise awareness among women's groups and community organizations. The event will also be broadcast live from the state headquarters.
- District-level programs will be held in all 38 district headquarters under the leadership of the DM, with participation from local representatives and at least 1,000 women associated with self-help groups (SHGs).
- Block-level events will take place in all 534 block headquarters, presided over by the Block Development Officer (BDO), with 500 women from SHGs attending.
- The program will also be organized at all 1,680 cluster-level associations, involving 200 women from the cluster-level SHGs.
- Additionally, arrangements for live broadcasts will be made at all 70,000 village organization levels, with 100 women from SHGs participating.
The financial assistance aims to help women start self-employment ventures, establish small businesses, or expand existing ones. This funding will enable women to invest in agriculture, animal husbandry, handicrafts, tailoring, weaving, and other small enterprises. By initiating self-employment, women can become self-sufficient, thereby strengthening their families. The primary goal is to benefit women from both rural and urban areas, particularly those from economically weaker sections.
The online registration process has been simplified to ensure maximum participation. So far, 1.05 crore women have applied for the scheme, with over 1.4 lakh women expressing interest in joining groups. The scheme is designed for families that include a husband, wife, and their unmarried children. Unmarried adult women without living parents are also eligible. Applicants must be between 18 and 60 years old, and neither the applicant nor their spouse should be income tax payers or employed in government services.
For rural areas: Women associated with SHGs will submit their applications at the village organization level. A special meeting will be held to collect applications in a consolidated format from all group members. Women not part of SHGs must first apply to join their village organization before applying.
For urban areas: Women in urban settings can apply online through the official website of Jeevika at www.brlps.in. Women already part of SHGs do not need to apply online.
