Rules Change: The Government of India has amended the "National Highway Fee (Determination and Collection of Rates) Rules, 2008" to promote digital payments on national highways and reduce cash transactions. According to a press release issued by the Ministry of Road Transport and Highways, the new rule will come into effect from November 15, 2025.

Under the new rule, vehicles entering a toll plaza without a valid or functional FASTag will have to pay double the toll fee if they pay in cash. For example, if a vehicle's normal toll fee is ₹100, a cash payment will result in ₹200.
Partial benefits will be available on UPI payments.
Users who pay at toll plazas using UPI instead of cash will receive partial relief from the government. Under the new rules, such users will be charged only 1.25 times the toll fee. For example, if a vehicle's toll fee is ₹100, paying with FASTag will cost ₹100, paying with cash will cost ₹200, and paying with UPI will cost ₹125. This change is aimed at encouraging digital payments and bringing transparency to the toll collection system.
The Ministry stated that this amendment will reduce congestion at toll plazas, encourage digital transactions, and reduce the tendency to pay cash. The government aims to encourage more users to adopt FASTag or UPI-based payment systems to make the toll collection process faster, transparent, and technology-driven.
Who is eligible for the free toll tax exemption?
Toll tax exemptions are granted to certain categories of vehicles, such as:
Vehicles of the President, Vice President, Prime Minister, and Governors
Defense forces, ambulances, fire vehicles
Funeral vehicles, state transport buses (in some cases)
Vehicles authorized by the Public Works Department or National Highway Authority
