Quang, 43, was taken into custody by the Ho Chi Minh City Police, while his wife Vo Thi Ngoc Ngan, 27, also known as Ngan 98, who was arrested earlier this month for those illegal business activities, has been charged as an accomplice in the bribery case.

Le Sy Cuong, 38, a company director of Ben Thanh Ward was also arrested for his role in the bribery network.

It all started as an investigation into Ngan’s involvement in producing and selling counterfeit supplement products.Authorities said that after Ngan’s business activities were investigated in July 2024, she and Quang allegedly paid Cuong to help them find someone who could prevent further legal action against them.

Ngan, a TikTok influencer with over 40 million views, founded and managed ZuBu Company and ZuBu Shop, where she personally oversaw all business operations and finances. Since 2021 she had got several producers in Hanoi to manufacture health and weight-loss supplements like Super Detox X3, X7, and X1000.

While these products were legally registered, Ngan allegedly included unlicensed “vegetable collagen capsules” as “free gifts” with the legitimate supplements. She packaged these capsules under the X3, X7, and X1000 brands, advertising them as products that would enhance weight-loss results when used together.

The collagen capsules were labeled “free gift, not for sale” to bypass regulatory scrutiny. However, customers were effectively charged for them as part of a supplement set, which she sold for VND870,000-1.1 million (US$33–42). Marketing materials promised weight loss of four to 15 kilograms per program.

Sales were funneled through accounts held by Ngan’s relatives and employees to hide the money trail, with the funds eventually making their way into her personal account. The business reportedly generated hundreds of billions of dong in revenues between 2023 and 2024.

Forensic tests conducted by the Ministry of Public Security confirmed that the collagen capsules were counterfeit and contained banned substances such as sibutramine and phenolphthalein.

These chemicals can cause serious health issues, including cardiovascular problems, high blood pressure, digestive disorders, and even cancer.

Quang is a well-known musician and singer, famous for his hit songs in the early 2000s like “Anh Tin Minh Da Cho Nhau Ky Niem” (I Believe We Have Given Each Other Memories), “Doi Chan Thien Than” (Angel’s Legs) and “Voi Anh Em Van La Co Be” (To Me, You Will Always Be a Little Girl).

In recent years he has focused on teaching music and managing a home studio.
