Haryana: This new hub will be set up in Haryana, thousands of youth will get employment

Chandigarh, October 24 – Haryana is taking concrete steps to develop the state as a major hub of ‘Electronics Manufacturing’ by attracting investments under the Electronics Component Manufacturing Scheme (ECMS) of the Central Government. In this direction, the state will soon launch new incentive schemes under its ECMS policy, in which financial and non-financial incentives will be provided to investors.

Chief Secretary Shri Anurag Rastogi chaired a high-level meeting here today. The meeting reviewed strategies for setting up electronic component manufacturing plants in the state to accelerate the development of electronic component manufacturing ecosystem.

Under the new draft ‘ECMS Policy’, several incentives are proposed such as reimbursement of capital and operating expenses, expenditure on green energy projects, technology acquisition, capacity building, support for development of research and innovation facilities.

The Chief Secretary said that the State Government aims to attract large investments, create new employment opportunities and strengthen the State’s participation in the global electronics value chain. He said that domestic electronics production in the country has grown at a compound annual growth rate (CAGR) of 17 percent since 2015, while the design and component manufacturing ecosystem is still in the initial stage of development.

Presently Haryana contributes about 2.9 percent (0.8 billion USD) to the total electronics exports of the country and supports about 1.3 million employment in this sector. Shri Rastogi said that there is immense potential to enhance the State’s contribution through targeted policy support, strategic investor engagement and creation of enabling infrastructure like the proposed Electronics Manufacturing Cluster at IMT Sohna.

Commissioner and Secretary of Industries and Commerce Department, Dr. Amit Kumar Aggarwal said that many types of benefits are given under the ‘ECMS Scheme’ of the Central Government. These include turnover-linked and capital investment based benefits ranging from 1 to 25 percent. In line with progressive states like Andhra Pradesh, Gujarat and Uttar Pradesh, Haryana is exploring the possibility of providing additional top-up incentives to further strengthen the state’s competitive position to attract ECMS-approved investors.

Chief Secretary Shri Anurag Rastogi instructed the Industry and Commerce Department to prepare a detailed plan in this regard and contact the investors promptly. Under this, bilateral meetings will be held till November 10 with those 11 applicants who have shown interest in setting up ECMS-approved manufacturing units in the state. Additionally, 50 other companies will also be contacted who have not yet determined the location of their project.

To ensure better coordination and investor convenience, the State Government will appoint a dedicated relationship manager for each potential investor. These officers will provide assistance to land identification, regulatory approvals, departmental coordination and incentive process.

The Chief Secretary said that Haryana’s approach will be both facilitative and competitive so that a conducive ecosystem can be developed for setting up advanced electronic component manufacturing units in the state.

In the meeting, Additional Chief Secretary of Citizen Resources Information Department, Mrs. Anupama and Director General of Industry and Commerce Department Mr. Yash Garg and other senior officials were also present.
