KYV: What is KYV like KYC? Why is it required with Fastag, or else you will have to pay at the toll?

Just as you must repeatedly complete KYC to verify your bank account, similarly, completing KYC will now be mandatory to verify your vehicle's FASTag. All vehicle owners in the country will be required to comply. This applies to all vehicles using FASTags. If you fail to complete KYC, your FASTag will be invalid, and you will have to pay the full amount at the toll.

This was implemented as a mandatory process from October 31, 2024, requiring all FASTag users to submit photos of their vehicle and registration certificate to verify that the FASTag is attached to the correct vehicle.
And also, know that this vehicle verification, or KYV, must be done every three years. The National Highways Authority of India (NHAI) has informed the National Payments Corporation of India (NPCI) about this. It's worth noting that the National Payments Corporation of India handles the money you deposit through a FASTag upon passing through a toll. This step is intended to prevent fraud related to FASTags.

According to a report in the Times of India, a government official said that there have been instances where people keep loose Fastags in their pockets or purses instead of affixing them to their vehicle's windshield, leading to "increasing misuse". Another official said, “In some cases, tags issued for cars were used on trucks to pay lower toll fees. KYV will prevent such misuse.”

A source explained that since the primary objective of implementing FASTags was to increase their usage and digitalize toll collection, banks may have been lax in issuing them. KYV will now “help clean up the system.”

KYV has now become mandatory with FASTags.

Q: Why did the Ministry of Road Transport need to implement the KYV system to verify FASTags?

Firstly, to prevent misuse of FASTags. The Ministry of Road Transport will now ensure that the FASTag is issued to, affixed to, and active in the correct category of vehicle. This is also important because the Ministry of Road Transport is preparing to introduce a multi-lane free flow (MLFF) system at toll plazas, where vehicles will not need to stop. There will be no slowdown, as there will be no physical obstruction.

In addition, complaints were also being received:
- People were using one vehicle's FASTag on another vehicle.
- The tag remained active in the name of the previous owner even though the vehicle had been sold.
- Some fake tags or duplicate FASTags were also circulating in the market.
- Many tags were registered in the wrong category (e.g., truck instead of car), causing toll irregularities.

To prevent these irregularities, NHAI has implemented KYV to make the FASTag system more secure and transparent. After KYV, each tag will have concrete information on the back of it, indicating which vehicle it is registered to, which owner's name, and which bank or provider it is linked to.

The government aims to bring all national highways with four or more lanes under MLFF tolling in the next 4-5 years. Therefore, according to officials, one vehicle, one tag is very important.

Question: Do all vehicles with FASTags have to comply with KYV, or Know Your Vehicle? Will it be?

- Yes, according to information released by NPCI (National Payments Corporation of India), all Fastags must comply with KYV norms. This process requires linking the Fastag to a unique vehicle registration number. In the case of Fastags, issuing banks must adhere to the one-vehicle-one-tag mandate. All tags older than five years must be replaced.

If you don't have a KYV, your Fastag will be invalid at toll plazas, even if it's loaded.

Question - What do vehicles with Fastags need to do to achieve this?
- Anyone with a Fastag must upload their Vehicle Registration Certificate (RC), take a front photo of their vehicle, upload it with the Fastag and vehicle plate number, and also upload a side image with the tag and the vehicle's axle. Fastags without a valid KYV will be automatically deactivated.

Question - Are vehicles being stopped at toll plazas for failing to have a KYV?
- Yes, this is happening. Some vehicles have been stopped at toll plazas and informed of the same. It has been reported that their FASTag is not working because they haven't completed their KYV. However, most people complain that the upload process doesn't work properly. Complaints are also pouring in regarding this.
