8th Pay Commission update: Amid the rumors circulating on social media that pensioners will not receive Dearness Allowance (DA) and 8th Pay Commission benefits the Central government clarified that these benefits will not be revoked for retirees under the Finance Act 2025 while noting that an amendment in pension rules which forfeits retirements benefits for employees only pertains to a specific set of workers. Addressing the rumor the fact check unit of the Press Information Bureau (PIB) refuted the viral social media claim about retirees being excluded from 8th Central Pay Commission (8th CPC) and DA hike benefits as fake clarifying the the Central government has made no such policy changes. A message circulating on WhatsApp claims that the Central Government has withdrawn post-retirement benefits like DA hikes and Pay Commission revisions for retired employees under the Finance Act 2025. The claim is FAKE! the PIBs fact check unit posted on X. Which employees wont receive DA 8th CPC benefits? According to the PIB the only change made in the CCS (Pension) Rules 2021 is the amendment of Rule 37(29C) which pertains to those retired PSU employees who have been dismissed for misconduct. Under the amended rules an absorbed PSU employee will forfeit their retirement benefits if they are dismissed from service due to misconduct. Where did the claim originate? While the exact origins of the claim are unknown the message went viral after it was widely circulated on WhatsApp and other messaging apps. It falsely claimed that Finance Act 2025 overrides a 1982 Supreme Court judgment and that the government would no longer provide post-retirement benefits to retirees. Recently the Finance Ministry clarified speculations about the inclusion of pension revision in the 8th Pay Commission providing a major relief to nearly 69 lakh pensioners who were apprehensive that they may not receive benefits under the 8th Central Pay Commission (8th CPC). Replying to a query in the Rajya Sabha during the ongoing winter session of the Parliament Minister of State for Finance Pankaj Chaudhary clarified doubts on pension revision being omitted from the Terms of Reference (ToR) of the 8th CPC stating that it will be part of the Pay commissions recommendations along with other allowances. When will 8th Pay Commission be implemented? Last month Prime Minister Narendra Modi-led Union Cabinet approved the terms of reference (ToR) of the 8th Pay Commission which will benefit 50 lakh central government employees and 69 lakh pensioners and will have implications on the emoluments of the staff of state governments. If we go by the implementation of previous pay commissions the government usually takes about 18 to 24 months to implement the recommendations of the commission. Thus its unlikely that 8th Pay Commission would be implemented before mid-2027 while reports suggest that the next CPC implementation might be pushed back to early 2028.
