UP government: The Yogi Adityanath administration has set aside a significant portion of the budget for a number of programs and projects in anticipation of the Panchayat elections next year and the Assembly elections in 2027, but it seems that bureaucratic hold-ups are impeding the government’s preparations. Approximately Rs 3.88 lakh crore was set aside for programs alone in the current fiscal year’s budget; however, only Rs 1.28 lakh crore has been spent in the first eight months.
The Chief Minister has scheduled a review meeting on financial clearances for Tuesday, taking seriously the fact that not nearly one-third of the money allocated for programs have been spent, and that by November, two-thirds of the fiscal year had already gone. The Yogi administration has allocated Rs 840,582.33 crore in the main budget for the current fiscal year 2025–2026.
The administration proposed many populist initiatives from several ministries and set aside Rs 387,647.26 crore in the budget for their execution since Panchayat elections could take place at the start of the next fiscal year, followed by Assembly elections. Notably, despite the availability of funding, a number of crucial ministries are unable to guarantee the prompt execution of significant programs and initiatives in accordance with the government’s goals.
The plans are not getting traction in spite of a huge administrative infrastructure, which includes the Chief Secretary, departmental Additional Chief Secretaries, administrative secretaries, District Magistrates, and other field personnel. As a result, just 33% (Rs 127,779.45 crore) of the initial budget for programs has been used in the eight months of the fiscal year (till November).
To speed up the plans and ensure that the benefits of different projects reach the people of the state as soon as possible while preventing construction costs from rising as a result of delays, the Chief Minister may take strong action against department officials who are postponing budget expenditures.
