The first phase ran from 2015 to 2020, followed by the second phase from 2020 to 2025. In a statement, he noted, "Since the formation of our government on November 24, 2005, the rule of law has prevailed in the state, and we have worked continuously for the development of all sectors and communities. I am pleased to announce that after achieving the goals related to equitable development in the 7 Nischay (2015-2020) and 7 Nischay-2 (2020-2025) programs, we have decided to implement the 7 Nischay-3 program to elevate Bihar among the most developed states."

Key Resolutions of the New Program

Kumar highlighted seven key resolutions of the new program. The first resolution, 'Double Employment,' aims to double the state's average per capita income. He mentioned that various programs and initiatives have been launched to achieve this goal. Under the Chief Minister's Women Employment Scheme, women in the state will receive ₹10,000 to support self-employment. Beneficiaries of this scheme can receive assistance of up to ₹2 lakh to enhance their employment opportunities. He also referred to the caste-based and socio-economic survey conducted in 2023, which identified 9.4 million families that will be prioritized for employment schemes and provided with additional financial support as needed.
