A definitive ruling onManchester City'spurported violations of Premier League financial regulations is now expected to arrive after the current season concludes, according to recent reports. The club, managed by Pep Guardiola, faces charges relating to rule breaches spanning nine years from 2009 to 2018.
The hearing wrapped up 13 months ago, with widespread expectations that a decision would follow swiftly. Guardiola himself had indicated to journalists that he anticipated a resolution by March this year. Yet, eight months after the City boss predicted an announcement, a conclusion remains elusive.
CityAM reports that the protracted legal dispute between the club and the Premier League could now stretch into next season, with the anticipated judgement expected to be "delivered in stages."
On Tuesday, the club addressed the ongoing proceedings within their annual financial accounts, stating: "In response to the charges, the club issued a public statement that it welcomes the review of this matter by an independent commission, to impartially consider the comprehensive body of irrefutable evidence that exists in support of its position.
"As at the date of publishing these financial statements the independent commission is still in the process of reviewing the matter."
Even once a final decision is made, the matter may not be fully resolved. The commission will first determine liability, with a separate sanctions hearing to follow if any charges are proven. Manchester City would also have the right to appeal both any guilty finding and any penalties handed down.
It's crucial to emphasise that City categorically deny all allegations levelled against them. Regarding potential sanctions, The Telegraph reported last year that rival clubs feel a straightforward points deduction wouldn't suffice if City are found guilty of all 115 charges - though City maintain they possess irrefutable evidence in their defence.
The independent commission holds the authority to impose any sanction "it shall think fit," meaning expulsion from the Premier League remains a theoretical option.
Yet relegation would create additional complexities, as the Premier League and EFL function as distinct organisations. Should they be demoted from the top tier, City would be required to apply for admission into the English Football League (EFL).
Another possible punishment could see points deductions distributed across several seasons, which would significantly hamper Guardiola's team in their pursuit of silverware and European qualification. The possibility of further hearings means this case could extend well into next season and beyond.
Manchester City were initially charged more than three years ago, and whilst conjecture persists, it now seems virtually impossible to forecast when a conclusive judgement will emerge.
Stefan Borson, City's former financial adviser, argues that neither the club nor the Premier League should shoulder responsibility for the protracted timeline. In conversation with talkSPORT, he explained: "Well, look, nobody knows because even the parties themselves expected to have been told by now.
"All the lawyers are surprised there is no decision at this stage, and that's on both sides. I'll tell you who's holding it up - the panel making the decision. They hold the pen.
"We can now assume, given how long it has taken and how surprised everyone is, that there's very little guidance being given to them, and they weren't effectively paid for their time from the moment the case ended."
