The Ministry has expressed serious concern over reports that X’s AI service “Grok” is being misused to create and share obscene, indecent and sexually explicit content targeting women. The letter highlights that users have misused Grok’s AI capabilities to create artificial images and videos in a humiliating manner, thereby violating privacy and dignity. MeitY warned that such acts normalize sexual harassment and undermine legal safeguards.

Why did the government take this decision?

Actually, by posting photos, X users used to instruct the bot to remove a woman’s dress and show her in a more provocative form. At times, Grok has provided output such as editing of women’s photos without permission, resulting in obscenely modified images, which is against the platform’s own policies and the laws of India. Therefore, the government has now taken action against the ongoing trend against women. If the platform does not ensure this, it may have to face legal action.

The government had sent the notice in the last weeks of the year 2025

In the last weeks of the year 2025, the Ministry of Electronics and Information Technology (MeitY) had issued a new advisory, in which social media platforms were directed to ‘more strictly comply’ with their obligations to remove obscene, adult or illegal content. If this is not done, the platforms may have to face strict action.
