Canada is preparing to overhaul the process of becoming a permanent resident, and 2026 appears to be a pivotal year. The message from Ottawa is clear: if you are already living and working in Canada, your chances are about to improve.

Canada’s PR System is Shifting Focus

New signals from government planning and recent budget moves show a strong push toward people who are already in the country. That includes temporary workers and skilled professionals who are contributing to the economy right now.

Two permanent residency routes are expected to stand out in 2026. One is for temporary residents already in Canada. The other targets skilled workers on US H-1B visas.

Together, they show a simple idea. Canada aims to retain its existing talent and attract new talent that can adapt quickly.

Fast Track for Temporary Workers Already in Canada

Canada plans to open a fresh route that helps temporary residents become permanent residents faster. The goal is to move up to 33,000 work permit holders to PR status during 2026 and 2027.

This pathway is expected to focus on people who are already settled. Think workers with Canadian jobs, tax records, and community ties. It mirrors the popular 2021 TR to PR program, which filled up on the same day it launched.

As of now, the government has not shared full eligibility rules. Budget language calls it a one-time effort, which leaves room for different formats. It could be a brand-new PR stream. It could also be faster processing or special draws under existing programs.

There is also a chance it will be handled internally by Immigration, Refugees and Citizenship Canada (IRCC) rather than released as a flashy public program.

Even with these unknowns, expectations are high. Canada is under pressure to reduce the number of people stuck on long-term temporary status, and this pathway fits that goal.

Fast-Track PR for US H-1B Visa Holders

The second major route expected in 2026 is aimed at H-1B visa holders working in the United States.

This plan was announced in the 2025 federal budget and is designed to attract highly skilled workers. The focus is on fields where Canada needs people fast, including tech, healthcare, engineering, science, and research.

It builds on the 2023 H-1B pilot that offered open work permits to eligible applicants. That program had a cap of 10,000 spots and filled within hours. The demand was massive.

Officials have said the 2026 version will be more structured and more competitive. Exact rules, points, and timelines have not been shared yet, but interest is expected to be just as strong.

Documents You Should Start Preparing Now

If you are thinking about either pathway, early preparation matters. Here are the basics most applicants will likely need:

  • Language test results from approved providers
  • Police certificates from relevant countries
  • Proof of education, including ECAs for foreign degrees
  • Clear employment records, such as reference letters, contracts, and payslips
  • Valid passports, travel history, and identity documents
  • Documents for accompanying family members, if applicable

Language test results must usually be less than two years old on the day you apply. ECAs are valid for five years. Police certificate rules depend on the country and often slow applications down.

Employment letters are especially important. They must clearly explain your job duties, salary, hours, and employment dates, and they must come directly from your employer.

What This Means for Travellers and Workers

For many people, 2026 could be a rare window. Canada is clearly signalling that in-country workers and highly skilled professionals are the priority.
