One Bike Two Helmet Rule in UP:  Considering the increasing number of accidents on the roads of Uttar Pradesh, the transport department has taken a major and strict decision. The government firmly believes that a large number of road fatalities involve people who do not wear helmets, mostly pillion riders. To prevent this, the rules related to two-wheelers in UP have been completely changed. Now, if a person riding pillion on a bike or scooter is caught without a helmet, a fine will be imposed, and action will be taken against their license. Not only this, but the rules have also been made stricter for those buying new vehicles. Now, a bike or scooter will only be sold from the showroom if the customer buys two ISI-certified helmets – one for the driver and the other for the pillion rider. Failure to do so will result in a hefty fine.

What is the Transport Department's new double-helmet rule?

According to the new order of the Transport Department, no dealer in Uttar Pradesh will be able to sell a two-wheeler without providing two ISI-marked helmets. This has been named the "One Bike, Two Helmets" rule. Now, a helmet for the driver alone will not be sufficient; a certified helmet for the pillion rider will also be mandatory.

Both helmets must be BIS certified and have the ISI mark. Cheap and uncertified helmets found on the roadside will not be accepted. The department says that substandard helmets increase the risk instead of saving lives. Therefore, every new vehicle will now only be registered when the complete record of the two helmets provided is uploaded to the system.

Helmet Data to be Uploaded Before RC

The new rules are not only strict for ordinary people but also for vehicle dealers. Now, while selling a vehicle, the form must include the chassis number, engine number, and model, along with the code and model number of both helmets. The bill given to the customer must clearly mention the details of the two helmets. In addition, before sending the file to the RTO, it will be mandatory to upload proof of providing helmets on the vehicle portal. If this data is not uploaded, the vehicle will not be registered. Furthermore, if a dealer is caught selling a vehicle without providing two helmets, their trade certificate may be revoked.

Fines and license suspension

After the implementation of these rules, checking drives will intensify in Uttar Pradesh. The transport department, traffic police, and local police will conduct joint operations. Action will now be taken under Sections 129 and 194D of the Central Motor Vehicles Act. If a person is caught riding a motorcycle without a helmet or carrying a pillion rider without a helmet, a fine of Rs. 1000 will be imposed. In addition, their driving license will be suspended for three months. Repeated violations may lead to the cancellation of the license.
