Amit Shah will present CAPF Bill 2026 in Rajya Sabha today, there will be changes in recruitment-service rules.

Union Home Minister Amit Shah will present the 'Central Armed Police Forces (CAPF) Bill, 2026' in the Rajya Sabha on Monday. This bill will pave the way for unified rules for paramilitary forces like CRPF, BSF, CISF, ITBP and SSB. After this bill becomes law, deputation of IPS officers to top posts will get legal recognition and new avenues of promotion will open for cadre officers as well.

The bill seeks to bring stability in the leadership structure for forces with more than 10 lakh personnel. The objective of the central government in bringing this bill is to streamline the administration system of CAPF, to standardize the recruitment process in paramilitary forces as well as to improve the efficiency of the central security forces.

Demand to send the bill to parliamentary committee

This bill is being brought after the Supreme Court's decision of May 2025, in which it was asked to gradually reduce the deputation of Indian Police Service officers. According to the new rules, 50% of IG and 67% of ADG posts will be reserved for IPS. Recently, the organization of retired officers of paramilitary forces has demanded to send this bill to the parliamentary committee.

Retired officers have approached the Supreme Court

A group of retired CAPF officers has also recently filed a contempt petition in the Supreme Court against Home Secretary Govind Mohan, alleging that the court's directions were not followed. The government says that CAPFs play an important role in the internal security and border security of the country and the deployment of IPS officers ensures better coordination between the Center and the states.
