What is there in CAPF Bill that is being opposed, could not be presented in Parliament?

The Central Armed Police Forces (General Administration) Bill was to be introduced in the Rajya Sabha, the upper house of the Parliament, on Monday. However, this bill could not be introduced due to opposition. Opposition parties, especially Trinamool Congress, said that the copy of the bill was not given to the MPs at least 48 hours in advance, which is against the rules of Parliament.

TMC MP Derek O'Brien raised this issue in the House and said that the rules should be followed. After this, many opposition parties including TMC walked out.

Among the opposition parties, Congress, Aam Aadmi Party (AAP), Communist Party of India (Marxist) (CPI-M) all said that the government should not make laws in a hurry. Don't think about the law before making it. There will be no benefit in hurrying.

Bill could not be introduced due to opposition

Due to opposition protests and walk out in the Parliament, the government currently stopped the bill from being introduced. After this, Home Minister Amit Shah tried to reach a consensus by meeting with the opposition leaders. However now when will it be introduced? The government is trying to take the opposition on board and also to reduce their opposition.

What is this government bill?

Which bill did the government try to introduce? It proposes to bring 5 central security forces under one structure. These include making recruitment, promotion and posting uniform in Central Reserve Police Force, Border Security Force, Indo-Tibetan Border Police, Sashastra Seema Bal, Central Industrial Security Force.

This bill has come after a decision of the Supreme Court in October last year. In that decision, the court had rejected the Centre's application in which it had appealed to reconsider its 2025 decision. In that decision, instructions were given to reduce the deputation of IPS officers in CAPF and to conduct cadre review within six months. But there is a provision in this bill to increase the appointment of IPS on higher posts, which may also increase the controversy.

What did the government say?

The government postponed the decision to introduce the bill. A senior minister said that some differences have come to light, which will need to be resolved. Soon after, Home Minister Amit Shah called a meeting with MPs from different opposition parties, which was also attended by Parliamentary Affairs Minister Kiren Rijiju. After this, Leader of Opposition in Rajya Sabha Mallikarjun Kharge also met opposition leaders, including Jairam Ramesh, John Brittas, Supriya Sule and Pramod Tiwari, to confirm their stand.
