
Congress president Mallikarjun Kharge on Sunday announced his party's "five guarantees" for Assam, focusing on women's well-being, healthcare for all, land rights and justice in the Zubeen Garg death case. He also targeted the BJP government in the state. Accused it of indulging in large-scale corruption and “filling the coffers” of its leaders and their families.
Addressing a rally at Naoboicha in Lakhimpur district, Kharge outlined the party's 'five guarantees', which include monthly cash transfers to women, as well as additional assistance of Rs 50,000 to women wishing to start or expand a business.
He said, "Our transfer will be without any conditions. It will not be like the BJP government, where women are asked to become members of their party."

The Congress, which is trying to wrest power from the BJP, has promised cashless health insurance of Rs 25 lakh for all families, permanent land leases to 10 lakh natives and Rs 1,250 per month to senior citizens of the state.
Kharge further said, “If Congress comes to power, we also promise to ensure justice in the Zubeen Garg death case within 100 days.”
Accusing the BJP government in the state of large-scale corruption, the Congress president claimed that family members of party leaders are also involved in it. He claimed that BJP is “using its ‘double engine’ in Assam to loot and fill the coffers of its leaders in Delhi.”
BJP and its allies have spread the web of corruption in Assam – there is only talk of bribery everywhere.

Taking aim at Chief Minister Himanta Biswa Sarma, Kharge said he is a “fake CM” as the BJP had fought the 2021 elections under the leadership of Sarbananda Sonowal. He claimed, “But after the Assam Assembly elections, Himanta Biswa Sarma grabbed the chair of Assam Chief Minister and tribal leader Sonowal was removed.”
Kharge also alleged that Sarma's government is intimidating people and creating an atmosphere of fear, and is trying to divide the people of the state.
