At present, the biggest reason for Iran not participating in the talks is the American blockade. It is being told that IRGC is angry with the American blockade.
Iran has conveyed this to Trump through Pakistan. Iran says that American demands are excessive and impractical. In such a situation, conversations are nothing more than a waste of time. Iran does not want to engage in talks until the fundamental issues are resolved because Iran believes that talks could be a US strategy or even deception.
