Hungary has shut the door on new Guest Worker Residence Permit applications, effective June 6, 2026, marking a major shift in how foreign nationals can access jobs in the country.
The change means overseas workers, including Indians planning to move to Hungary for project-based or strategic industry roles, can no longer apply under this route. Applications submitted and paid for by June 5 will still be processed, while existing permit holders can continue seeking extensions or re-issuance.
The Guest Worker Residence Permit was designed for foreign talent hired to support projects considered important to Hungary’s economy. It offered employers a relatively flexible route to bring in overseas workers.
That option is now closed.
Going forward, most foreign nationals seeking long-term employment in Hungary will need to qualify under the Residence Permit for Employment Purposes, which requires direct employment with a Hungarian company.
In practical terms, Hungary is moving away from project-linked labour migration and toward employer-sponsored hiring.
Foreign workers looking to relocate to Hungary still have several options depending on their qualifications and job offers.
The Residence Permit is now expected to become the primary work route. Applicants generally need:
For most Indian professionals, this will be the most realistic replacement for the guest worker route.
Highly skilled professionals may still qualify for the EU Blue Card if they meet salary and qualification requirements. The permit is often used by:
It can also provide greater mobility within the European Union than standard employment permits.
Employees working for multinational companies may be eligible for transfer to a Hungarian branch under Intra-Corporate Transfer (ICT) rules. This route is commonly used by technology, manufacturing, automotive, and consulting firms with operations across multiple countries.
Hungary has become an increasingly popular destination for Indian workers in manufacturing, automotive production, logistics, engineering, and information technology.
The closure of the guest worker route could make the hiring process more employer-driven, reducing flexibility for workers who previously entered through project-based arrangements.
For Indians already holding a valid Guest Worker Residence Permit, there is no immediate disruption. Existing permits remain eligible for extension or re-issuance under current rules.
However, new applicants who were considering Hungary as an entry point into Europe’s labour market will now need to secure a direct job offer before starting the immigration process.
Across Europe, governments are increasingly linking work permits to verified local employment relationships rather than broader labour migration schemes. Hungary’s latest move fits that pattern and suggests tighter control over who enters the workforce and under what conditions.
For employers, recruitment may become more structured. For foreign workers, obtaining a confirmed job offer before applying will become even more important.
We see this as a tightening rather than a shutdown. Hungary still needs foreign talent, but the path is now clearer: secure a direct job offer first, then apply.
