India-Japan adopt pollution protection implementation rules prescribed under Paris Agreement

India and Japan have adopted the implementing rules of the Joint Crediting Mechanism (JCM) under Article 6.2 of the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), which will promote investment, technology transfer and capacity building in low carbon technology based projects in India.

According to the official statement, the governments of both the countries have adopted the ‘Rules of Implementation’ of the Joint Crediting Mechanism on June 8, for which a Memorandum of Mutual Cooperation (MOC) was signed between India and Japan last year. Under this agreement, a framework was prepared for cooperation in activities to reduction or elimination of greenhouse gas emissions, which will help in achieving the nationally determined contribution targets of both the countries while promoting sustainable development in India.

The implementing rules provide for robust administrative mechanisms including the formation of a joint committee comprising representatives from both countries, a transparent process for approval of projects, verification and certification through independent agencies, safeguards linked to sustainable development and a system of national registries to monitor the issuance and transfer of carbon credits.

In a statement issued in this regard by the Environment Ministry, it has been said that the joint crediting mechanism reflects India’s commitment towards tackling climate change. This will encourage investment in low carbon technology based projects in India and help advance the goals of climate change mitigation and sustainable development through technology transfer and capacity building.
