The Central Government has released the draft of the National Food Security (Amendment) Bill, 2026, proposing a change in the method of grain distribution under the Antyodaya Anna Yojana (AAY). The government states that this move aims to strengthen food and nutritional security while making the distribution system more equitable.

According to the draft, while each family was previously provided with 35 kg of grain per month under the AAY, the proposal now suggests changing this to 7 kg of grain per person per month. However, the government has clarified that the maximum limit of 35 kg per family will remain in place; this means the total quantity will increase for larger families, but within a specific cap.

**Why is the change being made?**
According to the government, the current system leads to disparities based on family size. Smaller families receive more grain per person, whereas larger families receive less on a per-capita basis. To eliminate this imbalance and ensure benefits are provided on an equal footing, a proposal has been drafted to distribute grain on a per-capita basis.

Implementing this proposal will enhance transparency and balance in ration distribution. It will ensure that every individual receives grain according to their needs.
