These days the political temperature is at its peak in the Parliament. The Central Government has taken a big decision to send the Foreign Contribution (Regulation) Amendment Bill i.e. FCRA Amendment Bill 2026 to the Joint Parliamentary Committee (JPC). As soon as this proposal was put forward in the Lok Sabha on Wednesday, a huge uproar started in the House. The opposition made sharp attacks on the government regarding this bill, after which there was a heated argument between the ruling party and the opposition. On Wednesday, in the Lok Sabha, Union Minister of State for Home Nityanand Rai, on behalf of the Union Home Minister, moved an official proposal to submit the Foreign Contribution (Regulation) Amendment Bill, 2026 to the JPC. The House has passed this proposal with a voice vote.
This proposed Joint Parliamentary Committee will have a total of 31 members, including 21 MPs from Lok Sabha and 10 from Rajya Sabha. This committee has been given the responsibility to examine this entire bill closely and submit its detailed report to the House by the last day of the first week of the upcoming winter session 2026.
The opposition took a sharp stand opposing this move of the government. Congress MP KC Venugopal expressed strong protest in the House and said that the government is conspiring to target the country's minorities and non-governmental organizations (NGOs) through this amendment. He bluntly demanded that the government should immediately withdraw this controversial bill.
Giving a strong reply to all these allegations of the opposition, Union Parliamentary Affairs Minister Kiren Rijiju took charge. He said that Congress MP KC Venugopal is making completely wrong statements. For the last several days, Congress itself and other opposition parties were demanding that the FCRA Amendment Bill be sent to the JPC, but now when the government is sending this important bill to the JPC, the opposition has also started objecting to it.
Kiren Rijiju challenged and said that if KC Venugopal or any other member has objection to any point of this bill, then they can present their views before the JPC, where they will get full and adequate time to present their views. The Minister stressed that no minority section of the country is being targeted through this bill, rather this law is being made to keep the entire country safe.
Samajwadi Party chief Akhilesh Yadav also strongly opposed the FCRA Amendment Bill during the discussion. He said that the entire opposition is united against the new FCRA bill that the government has brought. Raising questions on Minister Kiren Rijiju, he said that even though the Minister is saying that this bill is not against the minorities, he should tell the country which bill has the government brought till date which has not been against the minorities.
Countering this statement of Akhilesh Yadav, Kiren Rijiju said that he is saying this with full responsibility that there is not a single provision in this bill which goes against any minority group. Taking on Akhilesh Yadav, he said that lies are being spread unnecessarily in the country regarding this bill. He clearly said that there is no question of targeting any minority group, but perhaps the opposition wants that the money coming from abroad should be brought and spent in the country without any strict law, which cannot be tolerated at any cost. After this heated debate, the Lok Sabha finally passed the proposal to send the 'Foreign Contribution (Regulation) Amendment Bill, 2026' to the Joint Committee of Parliament (JPC).
