New Delhi, September 6 (IANS). Vinay Prakash Singh, a 1988 batch officer of the Indian Postal Service, has been elected as the General Secretary of the Asia-Pacific Postal Union (APPU) for the second consecutive four-year term. He was unanimously elected unopposed at the 14th APPU Congress held in Bangkok on 4 September.
Vinay Prakash Singh's second term will start from January 2027 and will run till December 2030. His re-election reflects the Postal Administration's confidence and consensus on his leadership in the Asia-Pacific region. This is also an important recognition of India's contribution to international postal cooperation. This re-election comes at a time when APPU is playing an important role in strengthening postal cooperation in the Asia-Pacific region.
This association is an inter-governmental organization of 32 member countries, whose headquarters is in Bangkok. It serves as the regional union of the Universal Postal Union (UPU), the specialized agency for the postal sector of the United Nations.
Vinay Prakash Singh was elected for the first time in the 13th APPU Congress in 2022. Since assuming office in January 2023, Vinay Prakash Singh has contributed to advancing cooperation between postal administrations and helping in the development and modernization of postal services across the region. It is believed that his second term will provide further opportunities to strengthen regional cooperation and pursue shared priorities in the postal sector.
In his career spanning over three decades, Vinay Prakash Singh has held several senior positions in the Government of India, including Member of the Postal Service Board, Senior Deputy Director General and Chief Vigilance Officer in the Department of Posts, Chief Postmaster General of Uttar Pradesh Circle and Chief General Manager at India Post Headquarters.
He has also served in the Union Public Service Commission, United Nations Development Program in Afghanistan and Army Postal Service Corps. An eminent academician, he holds a Gold Medal in Modern History from Allahabad University and a PhD in Management from the Indian Institute of Technology, Delhi.
