According to a Government of India report, over 24.9 million (2.49 crore) ration cards were cancelled or surrendered between 2020 and 2025 due to digitization and stricter regulations. Furthermore, government data indicates that approximately 60 million (6 crore) fake or ineligible ration cards have been removed or cancelled since 2013.
When must a ration card be surrendered?
Eligibility is a prerequisite for obtaining a ration card. The Department of Food and Public Distribution has established specific criteria for eligibility as well as grounds for ineligibility. While you can apply for a ration card if you meet the eligibility criteria, you are required to surrender it once you become ineligible. Let us look at the circumstances under which a ration card must be surrendered:
Government Job: If any family member holds a government job or is in government service, they must surrender their BPL (Below Poverty Line) or free ration card. Income Exceeding the Prescribed Limit: If your family's total annual income exceeds the poverty line threshold set by the government, you must surrender the card. This limit varies by state; for instance, the limit is ₹2.5 lakh in Delhi. The annual income limit is set at ₹1.8 lakh in Haryana and ₹1.20 lakh in Karnataka.
**Permanent House and Vehicle:** Families owning a permanent house, a four-wheeler, or an air conditioner (AC) are ineligible to receive free supplies via the ration card.
**Income Tax Payers:** If any family member pays annual income tax, they are not entitled to free rations.
**Commercial Property:** Individuals owning a large business or commercial property that generates substantial income must surrender their ration card.
**When is a ration card deactivated? ****
Ration cards can be cancelled or deactivated for specific reasons. There are certain conditions under which deactivation occurs:
The government temporarily deactivates the ration cards of beneficiaries who have not collected rations for six consecutive months. **Aadhaar-eKYC:** It is mandatory for ration card members to complete Aadhaar-eKYC; failure to do so—even after repeated opportunities—leads to the card being cancelled on the grounds of it being fake or a duplicate. **Removal of Names:** It is mandatory to remove the names of family members who have passed away or have permanently relocated to another place after marriage.
Additionally, a ration card can be surrendered voluntarily. Individuals falling under the ineligible category can voluntarily surrender their ration card by filling out Form-7.
