India, Germany express 'deep concern' over Ukraine conflict, condemn terrorism and extremism in joint statement

India and Germany on Friday expressed serious concern over the ongoing war in Ukraine and its severe humanitarian impact, as Prime Minister Narendra Modi and Chancellor Olaf Scholz emphasized that the “use or threat of use” of nuclear weapons in the conflict is “unacceptable.” A joint statement from the Ministry of External Affairs (MEA) followed their co-chairing of the seventh round of the India-Germany Inter-Governmental Consultations in New Delhi, where they also strongly condemned terrorism and violent extremism in all forms.

“The leaders expressed grave concern over the continuing war in Ukraine and its tragic humanitarian toll. They highlighted the urgent need for a comprehensive, just, and lasting peace that aligns with international law, respecting sovereignty and territorial integrity,” the statement read.

The leaders acknowledged the adverse effects of the Ukraine conflict on global food and energy security, particularly affecting developing and least-developed nations.

In relation to the war, both leaders agreed that the use, or even the threat, of nuclear weapons is unacceptable. They stressed the significance of adhering to international law, as enshrined in the UN Charter, and reiterated that all states must avoid the threat or use of force against another state’s territorial integrity, sovereignty, or political independence.

The “Joint Statement: 7th India-Germany Inter-Governmental Consultations (IGC)” also noted Modi and Scholz’s unequivocal condemnation of the Hamas attacks on October 7, 2023, while expressing concern over the substantial civilian casualties and humanitarian crisis in Gaza.

The statement underscored that, as two of the world’s largest democracies, India and the European Union (EU) share a commitment to fostering security, prosperity, and sustainable development in a multi-polar world.

The two leaders highlighted the importance of strengthening the India-EU Strategic Partnership, which they noted would not only benefit both sides but also positively impact the global landscape.

Modi and Scholz also called for unified efforts against all terrorist groups, including those designated by the United Nations Security Council (UNSC).

Both nations remain committed to a free, open, inclusive, and peaceful Indo-Pacific region, grounded in international law, mutual respect for sovereignty, and the peaceful resolution of disputes, with support from effective regional institutions.

Modi and Scholz reaffirmed their commitment to further strengthening the Indo-German Strategic Partnership.
