Bengaluru: The Bruhat Bengaluru Mahanagara Palike's (BBMP) new online system for property registration, e-khata, is causing frustration among property owners, TOI reported. The system, launched a month ago, is plagued with software issues leading to delays and difficulties in obtaining the digital property records.
Property owners have reported problems with the system, including discrepancies in names, address variations, and difficulties entering basic information. Many are unable to register new properties or obtain e-khatas due to incomplete records and system errors.
“BBMP revenue commissioner promised help desks at every assistant revenue officer’s office a week ago, but none has been set up. We’re constantly told to come back later to get our work done," Rajesh Gurukeerthi, a resident struggling to navigate the process, told TOI.
The lack of support from BBMP is further amplifying the problem. Promised help desks at revenue offices have not materialized, leaving property owners without guidance.
This delay is impacting property owners who need to register properties urgently, including those who live overseas. Nira Jenny Andrew, who traveled from the US to finalize a property sale, spoke to TOI and said, “I’ve already extended my stay in India by two weeks, waiting for the e-khata process. I can’t stay longer, and it’s affecting my ability to complete the sale. This system should have been properly planned before implementation. Those of us abroad are caught in a tough spot."
The delay stems from incomplete integration between BBMP's E-Asset system and the Kaveri 2.0 software used by sub-registrar offices. Until this integration is complete, e-khata documents cannot be generated, effectively halting property registrations.
Acknowledging the issues, BBMP special commissioner of revenue, Munish Moudgil, said, "We are addressing the errors. It’s a learning curve, and training for revenue officers is underway to expedite the e-khata process, which may take about a month to stabilize."
However, the delays have drawn criticism. Amresh, managing trustee of Right to Information Study Center, said that while "the e-khata initiative is beneficial in principle, the lack of adequate planning has resulted in public inconvenience. BBMP’s delay in generating e-khata has disrupted property registrations and led to significant financial losses for the govt."
