IAS officer removed as Yogi Adityanath focuses on Mahakumbha 2025

Manoj Singh, an IAS officer nearing retirement, was removed from his position as head of Uttar Pradesh's forest, environment, and climate change department. The move comes amid concerns over the department's performance, particularly regarding Ganga river pollution and alleged irregularities in granting clearances to slaughterhouses.

New Delhi: Just a month before his retirement, 1989-batch IAS officer Manoj Singh's removal from the post of additional chief secretary of the forest, environment and climate change has created a buzz in UP's bureaucratic circles.

The UP government transferred 10 IAS officers, including Singh on Sunday. He has been put on a waiting list. Singh was heading the forest, environment, and climate change department since June 2021. Senior IAS officer Anil Kumar-III has been given additional charge of the forest, environment, and climate change department.

Sources said UP chief minister Yogi Adityanath wants improvement in the functioning of the forest, environment, and climate change department. This department holds a special significance under his rule in view of its role in prevention and control of pollution of river Ganga.

"CM Yogi Adityanath is currently focusing on holding Mahakumbha 2025 successfully.

Besides, this department also plays its role in giving nods to slaughterhouses which remain a sensitive issue under the BJP government," a source in UP government said. Sources, however, did not rule out the possibility of the alleged failure of the department in following the "due process" in giving clearance to two slaughterhouses as a reason behind the sudden transfer of Singh.

What has strengthened the theory is the decision of the Uttar Pradesh Pollution Control Board to suspend two officers - Anil Kumar Mathur and Vivek Rai - on Sunday. Both officers faced the complaints regarding alleged irregularities in granting of consent to establish (CTE) and consent to operate (CTO) to the two slaughterhouses.

Meanwhile, a recent order of the NGT, in which concerns were raised over the deteriorating water quality in the river Ganga, may also have gone against the continuation of Singh as additional chief secretary of forest, environment and climate change department.
