Synopsis

Assam government has announced a judicial inquiry into the Tin Kilo coal mine tragedy to establish accountability. A Special Investigation Team (SIT) will be formed to investigate further. Rescue operations continue with assistance from the Army, NDRF, and SDRF, while ex gratia compensation has been announced for the victims’ families.

Guwahati: Following the tragedy in the coal mine in Tin Kilo, Umrangso, Assam government has announced a judicial inquiry to examine the matter and fix responsibility against responsible officers, individuals and institutions.

Efforts to rescue trapped miners from the illegal rat-hole mine has entered its 11th day with teams from the Army, National Disaster Response Force (NDRF), and State Disaster Response Force (SDRF) trying to rescue five others. The operation, which fished out four dead bodies on, has seen continued dewatering efforts.

The Assam cabinet meeting on Thursday expressed its deepest condolences on the loss of lives arising due to the Umrangso Mine Tragedy. Assam chief minister Himanta Biswa Sarma said, “A judicial enquiry commission headed by Justice Anima Hazarika, former Judge of Gauhati High Court will be instituted to examine the matter and fix responsibility against responsible officers, individuals and institutions.”

The cabinet meeting has decided that Rs I0 lakh ex gratia will be offered to the Next of Kin of the four deceased persons. Next of Kin of the other five persons who are yet to be found will also be provided 10 lakh compensation, whether they are found to be dead or alive.

The cabinet meeting decided that a SoP will be framed regarding affecting blanket ban on Rat Hole Mining in the state. Sarma said, “An SIT will be constituted to inquire into the entire incident on the basis of the FIR already registered on the matter. The SIT will be monitored by Retd Justice Anima Hazarika. The Mines and Minerals Department will take steps to close all existing rathole mines wherever they are found, in consultation with the central agencies.”

Nearly 40 workers had illegally entered the mine when water flooded the quarry probably after they hit an underground source. While around 25 of them managed to escape the nearly 300-feet deep well-shaped mine, at least 9 got trapped.
