"People of Delhi want a conflict-free government. They want a government that can work hand in hand with the Union government to give Delhi the development it deserves because it doesn't look like the capital of the world's fifth-largest economy," Panda told ET in an exclusive interaction.

On the party's legislative agenda, the priority is on 'One Nation One Poll' while UCC in Delhi can wait, he said.

"As far as UCC goes right now, it is a state by state proceeding. It must gather momentum at some point. Right now, the big agenda on the legislative front is to streamline the election process so that 'One Nation One Poll' happens," Panda told ET in an exclusive interaction. "UCC is something that the country deserves. But for the current election in Delhi there are many issues that we must deal with. At present, let the states which are first movers, implement it and we will proceed from there."

Panda said that the difference between the poll promises by the BJP and other parties is that the BJP has done fiscal calculation before announcing anything.

"'Modi's Guarantee' has come to mean a lot even for assembly elections. If the BJP is making a certain commitment in the party's manifesto, it has the backing and approval of PM Modi. We have a proven track record of delivering what we promise. We have fulfilled 99% of our poll promises for the 2014 and 2019 general elections," he said.

On the party being out of power in Delhi for more than 25 years, Panda said that the BJP's voteshare has constantly increased and is moving ahead of AAP.

"In the recent LS election, we got around 55% votes and we won all the seven seats of Delhi. This time, the people of Delhi are deciding to give us a chance because they have given a chance to Congress for 15 years in the past. They have given a chance to what we call AAP-da for more than a decade. The people are very frustrated and have decided to give a chance to the BJP. Our vote share has been continuously increasing in the last decade," Panda said.

Panda said: "I insist on calling them AAP-da because they don't represent the common man but they represent a disaster."

Talking about electoral performance in Delhi, Panda said that in the last 14-16 months, the BJP won states where nobody gave it a chance -- be it MP, Chhattisgarh, Odisha, Haryana and Maharashtra. He said the story in Delhi will be no different.
