has not listened to sense or reason as he faces a backlog of nearly half a billion pounds in unpaid fines.
New research has suggested that only one in five are paying the fee on time, with £438million in total being owed.
More than 100,000 have been fined five or more times, and a further 76,000 have received ten or more, reports.
The £12.50 charge targets older cars. If this is not paid, a PCN is issued. The Mayor of London has been accused of not considering Londoners who cannot afford to upgrade their vehicle.
Keith Prince AM, the Conservative Group's transport spokesperson on the London Assembly, told : "By the time you finish reading this quote, TfL will have issued another fine to a Londoner struggling to afford to upgrade their car, who is four times more likely to not be able to pay it on time.
AM Prince added that the Mayor had been told there would be a large number of outstanding payments. He said: "We warned Khan this would happen, and yet he will not listen to sense or reason.
"These fines are in no uncertain terms a disgrace and one which I condemn as another brick in the wall for Labour's war on working people."
A TfL spokesperson said: "The Ultra Low Emission Zone (ULEZ) expanded London-wide to tackle the triple challenges of air pollution, the climate emergency and traffic congestion, bringing cleaner air to five million more Londoners.
"Any income generated from the ULEZ is being reinvested back into the public transport network, including improving bus routes in outer London."
The authority highlighted that the most recent data shows that, on average, more than 96 percent of vehicles seen driving in the ULEZ are compliant.
The spokesperson added: "We are stepping up enforcement of those who evade ULEZ penalty charge notices (PCNs), by tripling the number of people in our investigations team to boost the work with enforcement agents to target those in polluting vehicles that refuse to pay the daily charges.
"We encourage anyone who has received a PCN to engage with the notice. Our staff work proactively with the registered keeper to reach a solution, including setting up payment plans where appropriate.
"A pilot scheme to offer increased support to vulnerable recipients of penalty charges is currently underway; this includes referrals to partner organisations that provide financial advice."
