Inquiring into the alleged torture of an Army officer and his fiancée at the Bharatpur police station in Bhubaneswar on the intervening night of September 14 and 15 of last year, the Commission, led by Justice Chitta Ranjan Dash, has agreed to present its findings by February 28.
Subhendra Mohanty, the secretary of the C R Dash Commission, told reporters here that the investigation was completed on Wednesday and that the government will get the findings by February 28. He said that the attorney representing the Army soldier and his fiancée was scheduled to question 35 police officers on Wednesday, including Dinakrushna Mishra, the former IIC of the Bharatpur police station, who had provided affidavits in favor of the accused Bharatpur police station employees. The Army officer’s fiancée’s attorney had requested an extension until February 15th in order to question the 35 witnesses and the accused police personnel. However, Mohanty said that time restrictions prevented the commission from permitting it.
The State administration has urged the Commission to produce the investigation report by February 28th, notwithstanding the Commission’s request to extend its term until April 2025. The Commission ended the investigation process on Wednesday and agreed to submit the report based on the evidence by February 28 since it is not feasible to question 35 witnesses in a very short amount of time, Mohanty said.
Additionally, he informed reporters that the Crime Branch has not yet provided the Commission with the results of five police officers’ polygraph, narco analysis, and brain fingerprinting tests. Before the inquiry report is submitted to the State government by the end of this month, he hoped the agency will release the aforementioned examination findings.
According to sources, on September 15, 2024, in the early hours of the morning, the Army commander and his fiancée went to the Bharatpur police station to file a complaint against several criminals for an incident of road rage. At the police station, a dispute broke out between the Army officer, the cops, and his female companion. Three female police officers reportedly pulled his female buddy into a police station cell as the Army officer was assaulted by the on-duty officers. She was reportedly mistreated by a few male police officers, including the former IIC of the Bharatpur police station, at
the police headquarters.
