NPCI Issues New Guidelines for UPI Number-Based Payments Effective April 2025:

The National Payments Corporation of India (NPCI) has released an addendum to its previous circular concerning numeric UPI ID resolution. The latest directive, under circular NPCI/UPI/OC-115E/2024-25, introduces several new measures aimed at improving interoperability and preventing fraud. These changes, which impact all UPI member banks, apps, and third-party app providers (TPAPs), will come into effect on April 1, 2025.

Key Changes to UPI Number Management

1. Mandatory Weekly Updates of Mobile Number Records

Banks and payment service providers (PSPs) must update their internal records using the Mobile Number Revocation List (MINRL) or the Digital Intelligence Platform (DIP) at least once every week.

This measure targets errors resulting from mobile number recycling.

It aims to prevent transactions being misrouted to new users of old numbers.

2. Explicit User Consent for UPI Number Seeding

All UPI apps are now required to:

Obtain clear, explicit optin consent from users before seeding or porting UPI numbers.

Ensure that users are not auto-enrolled without manual approval.

Provide transparent communication, without using deceptive or coercive messaging.

3. Timing Restrictions for Consent Requests

Consent to seed or link a UPI number must not be sought:

Before or during any transaction.

Through misleading messages suggesting users may lose access to payments if they don’t opt in.

Compliance Deadline: March 31, 2025

All UPI ecosystem participants must adopt these changes by March 31, 2025. The revised framework is expected to:

Reduce mobile number-based transaction errors.

Strengthen user control over UPI ID linkage.

Improve overall transparency and trust in UPI-based systems.

NPCI’s directive builds upon its 2021 guidelines and includes inputs from the UPI Steering Committee held in July 2024. The implementation is intended to make India’s digital payments ecosystem more robust and user-friendly.
