More than 50 lakh vehicle owners would benefit from the introduction of smart registration certificates with embedded chips by the UP Transport Department

Finally, it is now possible for car owners across the state to get smart Registration Certificates (RCs). For more than 50 lakh car owners, these chip-based smart RCs seek to modernize and streamline paperwork.

The Transport Department is still working out the specifics of how these cards would be distributed, however, including whether to use a government organization or to award tenders to private organizations.

The department’s internal misunderstanding and indecision caused the smart RC idea to stall for over two years. Without any noticeable progress, the file continued to move across desks. The government only gave the plan its preliminary approval in March, after Transport Commissioner Brajesh Narayan Singh’s emphasis on the pressing need for digital RCs.

Two opinions surfaced after the approval: one advocated issuing the RCs from the ARTO (Assistant Regional Transport Office) level, while another advised issuing them centrally, much like driver’s licenses. The Transport Commissioner directed authorities to examine models from other states, such Madhya Pradesh, where smart RCs are already in use, in order to determine the best course of action.

It is anticipated that this new technology would provide substantial advantages. Microchips that safely store data will be integrated into the smart RCs, giving the documents durability and resistance to tampering. They won’t fade, rip, or be harmed by water as paper RCs do.

Because police and transportation authorities may use card readers to scan the chip and instantaneously receive all vehicle information, on-the-spot verification will also become faster and more dependable. Officials guarantee that this action will improve vehicle documentation’s ease and safety while also serving the public interest.
