Usually the number of electrons in the atom is balanced, but if the number of electrons in an object or person increases, it increases the negative charge. When this negative charge is attracted to another person's positive electrons, the shock is felt when touched. This whole matter is caused by fast -speeding electrons.

Similarly, the weather also affects it. You must have noticed that especially in winter it seems more current, because in winter the weather is often dry and electric charges are made more.
