In West Bengal, the state government has now hoped with the decision of the Supreme Court on 23 Bills stuck near Governor CV Anand Bose. The state government believes that after the recent decision of the Supreme Court regarding Tamil Nadu, the Bills pending by the Governor may be taken soon. State government officials say that this decision of the Supreme Court will force the Governor to take decisions on the bills within the constitutional manner. This decision has hoped the West Bengal government that now the Governor will take a decision on these bills soon.
According to the TV 9 Bangla report, 23 Bills of the state include issues related to Aparajita Bill, mob lynching, education, health and development. Delay in approval of these bills has affected various schemes of the state government. Chief Minister Mamata Banerjee and other ministers had already demanded the approval of these Bills from the Governor, but no concrete decision was taken till now.
In the case of Tamil Nadu, the Supreme Court had given a clear verdict on the discretion of the Governor. The court said that the Governor cannot delay indefinitely to approve the Bills and they will have to take a decision within a certain time limit. This will help the state governments to run their legislative process smoothly.
West Bengal minister and Trinamool Congress leaders have welcomed the decision of the Supreme Court. He says that this decision will help protect the rights of the state and challenge the arbitrary decisions of the Governor. Now we hope that the governor will take a decision on these pending bills soon and there will be no more interruption in the development works of the state.
This is not the first time that such a deadlock has been seen between the Government of West Bengal and the Governor. Earlier too, the Governor had delayed the approval on many bills, which the state government had repeatedly expressed its opposition. Now it will be seen that after the order of the Supreme Court, when the Governor decides on these pending bills and whether this decision is followed.
After the Supreme Court's decision, Biman Banerjee, Speaker of the West Bengal Legislative Assembly, said that we have repeatedly told our Governor about this. Between 2016 and March 2025, 23 bills passed in the assembly are pending for the approval of the Governor. There are many important bills among them. Such as Aparajita Bill, mob lynching bill. I do not understand why they are not being approved. There is no bill that violates any article of the Constitution which can be sent to the President.
