Filmmaker and producer Boney Kapoor has submitted a building layout proposal to the Yamuna Expressway Industrial Development Authority (YEIDA), requesting permission to start construction on Noida Film City in Sector 21.
The exact layout drawings were finally filed this week by Kapoor’s Bayview Projects LLP, according to an HT story. A conference center for film-related activities and an Indian film museum are part of the design that Bayview proposed. The proposed plan also includes an auditorium and guest rooms. The concept also includes small studio units and artist accommodations. Large sound stages and a specialized underwater filming studio will also be part of the project.
Weeks after YEIDA said that it would not authorize any construction until the layout was approved, the layout was submitted. Boney Kapoor visited the YEIDA office on Monday, the source said, to discuss the timing of the groundbreaking ceremony and to get layout permission.
“The authorities had requested that the concessionaire continue with ground-breaking construction after obtaining permissions for its essential elements, which included an institution and movie studios. Construction must start within a year of signing the concession deal, which was done on June 27, 2024, according to the instruction, which was sent to Bayview Bhutani Film City Private Limited in a letter dated May 2. Arun Vir Singh, the CEO of Yeida, was cited in the newspaper as stating, “Non-compliance will attract a daily penalty of ₹1.5 lakh until construction starts.”

The goal of Noida Film City, a 1,000-acre flagship project of the Uttar Pradesh government, is to make the area a center for tourism, entertainment, and media. The property is well situated along the Yamuna Expressway and close to the future Noida International Airport. It is projected that the first phase’s 250-acre construction would cost Rs 1,510 crore over eight years.
