It is said that Yamraj himself came to Lord Jagannath in an ancient mythological context associated with this ladder. He said that all the sins of the devotees are eliminated by the darshan in the temple and they do not have to go to Yamlok.
On this, Lord Jagannath placed Yamraj on the third ladder of the temple and said that after darshan, the person who will put his feet on this ladder, his virtue will end and he will have to go to Yamlok. Due to this belief, even today, devotees avoid setting foot on this ladder and carefully cross it.
